What you actually pay: Gujarat and Kerala
Stamp duty and registration are the two state charges you pay to record the sale in your name. They are one-time, paid at registration, and they sit on top of the price, not inside it. The rate depends entirely on the state, and the gap is large: Gujarat is one of the cheaper states, Kerala one of the more expensive.

How the charge is calculated
Two points decide the number. First, the rate, from the table above. Second, the value it applies to, which is the higher of your actual price or the government's benchmark valuation, the jantri rate in Gujarat and the fair value in Kerala. Buy below the benchmark and duty is still charged on the benchmark, so look up the official valuation for the property, not just the price you negotiated.
Gujarat's concession for a woman buying in her sole name is unusually generous: a lower 3.9% stamp duty and a full waiver of the 1% registration fee, so a solo female buyer pays 3.9% where a male or joint buyer pays 5.9%. The waiver applies only to sole female ownership; add a male co-owner and the standard rate returns.
The NRI angle
Stamp duty does not change because you are an NRI, it is a charge on the property, not on you, so you pay the same rate as a resident buying in that state. What matters for a non-resident is that these charges are not usually part of your home loan. A lender finances a share of the property value and leaves stamp duty and registration to you, in cash, at registration.
